Is water getting into the fusebox? If not horn will probably be either the horn switch, or the contacts on the horn itself needing cleaning. Light in instrument panel = dead bulb? Hazard light switch and clock are controlled by the same fuse (number 9 if I remember correctly). Check that the brake lights also work.

so ok.. i checked the fuse box and found that three fuses were burnt ou including fuse 9. so that accounts for the hazard light and the clock not workin. i cleaned the horn contactts but it still doesnt work. i'll try to clean it properly again tomorrow. Feel free to give suggestions.. ur help would be much appreciated.

A multimeter would help you check whether current is reaching the horn or not, and therefore whether the problem is likely to be with the horn itself, or somewhere with the wiring or horn switch. If the fuses are burning out often it is likely there is a short circuit somewhere (a bare wire touching the car's metal for example). I have had a similar problem and not certain I have sorted it yet as it only happens time to time and I couldn't spot any obvious cause. With it being 3 fuses I would wonder if some wiring has perhaps melted somewhere.
