Question Curious Goodwill or confused?

Hi! I'm new to this forum but desparately in need of some insight into the cylinder head / valve / piston ring issues with the fabia engine. I've got a 54 plate 1.4 16v ambiente and it's only done 16600! It's had a ECU warning light and now looks to be costing me because it's not electrical!!!
The initial prognosis was that the piston rings were worn but this has developed into a diagnosis of a leaking valve and now the cylinder head needs replacing.
However, Skoda UK have agreed to cover the piston rings 100% parts and labour so why do you reckon they will only cover the cylinder head 50% parts and 50% labour (and it's outside it's 3 year warranty)????
I get the impression there's alot of examples of faulty valves / cylinders / piston rings with this model!! I also reckon that this sort of mechanical fault should not really exist in such young cars with lower than average mileage. Anybody got similar examples or any ideas how to resolve this?
Does the cylinder head replacement need different manual input than replacing piston rings is that why they will only cover 50% for this activity or does it form part of the same job as replacing piston rings?
I'm being given the run around by Skoda and it's not funny!!!

There's a fair bit of work in common, but you should question why the head/valve have failed. Have they been damaged by the fact that the rings have gone?
