The original Trademarked Tracker system doesn't stay active all the time, although there are sytems available which you can monitor from your home PC and even GPS enhanced mobile phones. There is a system available (Don't know what it's called) that includes the facility to kill the engine of your car via your mobile phone if your car's stolen!

I've just checked the Tracker website. Apparently there are 4 grades of cover. the bottom two work by the tracker unit fitted to the customer's vehicle emitting a VHF radio signal ( not GPS) which the police can pick up.

The top two packages also include GPS capability whereby the position of the car can be monitored by the company. The police Tracker receivers can only pick up the radio signals emitted from the stolen vehicles. It's not really clear how the activation occurs, whether the monotoring station activates it by radio or GSM.

ah if thats the case it would be GSM, R/T is to hit and miss, new trackers we use now work of SMS systems very fast and very relieable, but the cost alot, there more for Commercal targets.Radio is to risky and is out dated now.

Theres a service like one u mentioned, about killing the Engine, its done By RMV track, you can listen in on the car to but is live tracking is limited,u have to fetch the Grid number from the unit.

AFAIK, the tracker is in a standby state all the time, and goes active if the car moves without the key. Once it goes active, the monitoring station contacts the owner to make sure it isn't just being towed (legitimately) or something, and if not, alerts the police. If the car is stolen WITH the keys, the owner can contact the monitoring station, who can then activate the device remotely.
