Default Stone chip to paintwork - looks like rust starting

Whilst taking advantage of the good weather to give the car a good wash I noticed that I have a stone chip to the paintwork. It is in the upright around the windscreen and is barely noticable. What is now noticable in that the paint has bubbles around the chip which to the untrained finger feel like rust bubbles where water has been able to penetrate the paintwork. We are not talking a large area here (size of a fingerprint at max). Questions are :

1. Does my 2006 Octavia have bodywork/paintwork warranty to cover this. Would I be laughed out of the dealership if I turned up to show them this.

2. If I cant do option 1 then is it 'Chips Away' that I should be looking at to deal with this. If so any ideas on cost.

Many thanks for any advice given.

No, stone chips are not covered. The only thing covered is where the rust is formed from the inside out and no external damage is present.

Chipsaway could sort it, but for now clean up the chip and then apply some rust killer (eg. kurerust) and paint over with a paint stick.
