octavia 2.0 diesel elegance 2006

Hello new here, i've just bought an Octavia 06 2.0 elegance diesel 5 door from an insurance company after it had a minor rear end shunt,(bumper) apparently the car ran ok after the accident but revved wrong now ive got delivery of it , it won't start at all, ive put a new battery on but nothing. All the ignition lights come on but it doesn't even sound like it wants to start just turns over.

Has anyone got any ideas?
