Under EU rules, since 2011 all new cars are required to have daytime running lights that come on automatically when the engine is started, and which turn off automatically when headlights or sidelights are lit. https://eur-lex.europa.eu/legal-content/EN/TXT/HTML/?uri=CELEX:32008L0089&from=EN

 

However, I drive a 62 plate Skoda Fabia without DRLs, is there some exemption that Skoda had that meant they sold this car without front fog lights or DRLs?

Your New Car was not a New Type Approved car from 2011. 

It was New Type Approved cars that had to have them fitted at manufacture.

 

Even the All New 3rd Generation Fabia launched in 2014 did not get 'New Type Approval'.

They did fit DRL's though.

In 2010-2014 Skoda never fitted 'Front Fog Lights' to Mk2 vRS Fabia.

Never stopped them saying in Brochures and Configurators that they did.

They did fit DRL's though, and those have even had Police Officers stopping drivers on Mk2 vRS and saying they had Front Fog Lights on.

Even cars salespeople will advertise a vRS as having Front Fog lights, and then they can not find the switch for them if you ask where it is.

The confusion on the VRS was 2010-2014 ridiculous,as i was was accused at Kwik fit of re-wiring my front fogs as sidelights. and the sidelights as we know are a defunkt blue dummy bulb so it failed on the dummy bulb not working.

As Tom sang. 'It is not unusual',  No longer mine but it has been going to be failed in the past on the same 'No position lights'. 

But not showing in the history as they thought better....

I do hope you appealed that.....??? The tester should always pass and advise if unsure, which he clearly was if you explained to him.

 

I was questioned this year and had to show / do the explanation...............although I have also now wired them up.

It got overturned eventually but stayed on my MOT record, Skoda had to phone them for me, i would have liked to do that sidelight mod but I've sealed my lights in as the tint film was pealing away

Is it possible that the previous owner switched them off?  It’s simple enough to do by going through a particular sequence with the ignition switch and the indicator stalk, as I’ve done on my 2011 Fabia.

No, they were not installed from the factory. There is no switch and no wiring loom for them either.
