1) Any event involving fewer than 12 vehicles is automatically exempt from regulations as long as there is no "timing" element (except for obvious "time out" situations where competitors are hopelessly lost and are instructed to "be at point X by <time>". The local constabulary should be notifed. 2) Any event with more than twelve vehicles must be authorised by the relevant national rallysport organisation. IIRC that's BRCCin the UK - but they delegate authorisation to local clubs. Of course, this is just what the regulations say.
